GEF Small Grants Programme (FSM): Training of State Focal Persons and Organization

On August 14-16, 2013, the FSM Global Environment Facility Small Grants Programme (GEF-SGP) conducted orientation training for three State Focal Person and Organization (SFP and SFO) who will serve as primary links for the Programme in Kosrae, Chuuk and Yap States. We are glad to welcome to the FSM SGP team Mr. Madison Nena from Kosrae State, Mr. Wisney Nakayama from Chuuk State and Ms. Eva Buthung from Yap State as the new SFPs and SFO. The training was held at United Nations Joint Presence Initiative (UN JPI) office conference room in Pohnpei.  The two days training covered SGP global guidelines, national guidelines, specific terms of reference and review of operating instructional manual to ensure the SFPs and SFO are able to service remotely SGP support in their respective States effectively.  The training is part of the Programme’s commitment to continue and enhance its grant making service specifically to the FSM Non-Government Organizations (NGOs), and Community-Based Organizations (CBOs) to improve access to the available GEF resources within the country.  Through funding allocations from the GEF, the Programme has available approximately $1.7 million in the current Operating Phase 5 (2011-2014) to provide support to community-based projects that directly avert threats to the global environment and support community empowerment and sustainable livelihoods.  

In addition to the training, SFPs and SFO were encouraged to help CBOs and NGOs to design innovative projects in line with the Country Programme Strategy (CPS) which has specific deliverables in each of the GEF funding priority areas namely: biodiversity conservation, climate change mitigation, protection of international waters, sustainable land and forest management, as well as elimination of persistent organic pollutants (POPs).  At this meeting the SFPs and SFO also reviewed specific pipeline projects list from NGOs and CBOs in their States and will be following up with applicants later in their States to fast track SGP support in the FSM.

The SGP is a funding modality of the GEF, approved by the GEF Council on a rolling replenishment basis and implemented by UNDP on behalf of the GEF partnership.  Within guidelines established by the GEF council, the Programme seeks to provide for maximum country, and community-level ownership.  As a global Programme, the SGP brings together over 120 country Programmes across world regions.  Within FSM, the Programme is hosted by the United Nations Joint Presence Initiative office located on Kaselehlie Street in Pohnpei.
